A little about our History…
WHAT IS A MUD?
MUDs are authorized by
Texas law to finance, construct, own,
operate and maintain all the facilities
necessary to supply water and to provide
wastewater treatment for the district’s
customers. In addition to providing
water, sewer and drainage services, MUDs
may also choose to provide supplemental
security patrols, trash collection, and
fire service. Thanks to recent revisions
in the law, MUDs may also generally
enhance their communities by building
parks and recreational facilities.
Since May 1972, HCMUD
#18 has been committed to delivering
quality drinking water and sewer
services…and we continue to do so under
the supervision of the
Texas Commission on Environmental
Quality (TQEC). This is the state
regulatory agency responsible for
protecting our state's human and natural
resources consistent with sustainable
economic development, with the goal of
clean air, clean water, and the safe
management of waste. TCEQ issues a wide
range of operations permits,
accomplishes key research, issues water
quality standards and aggressively
promotes water conservation.
At the national level,
the Environmental Protection Agency
enforces federal clean water and safe
drinking water laws, provides support
for municipal wastewater treatment
plants, and takes part in pollution
prevention efforts aimed at protecting
watersheds and sources of drinking
water. The EPA requires all community
water systems such as ours to prepare,
and distribute directly to customers, an
annual report about the quality of the
water delivered by the systems. The
consumer confidence report –
published on this website – offers yet
another assurance that HCMUD # 18 meets
or exceeds the highest quality standards
for your drinking water.
DISTRICT SNAPSHOT…
It took our district
approximately 14 years to completely
construct the system of water supply and
sanitary sewers. The street/storm sewers
are an integral part of our system;
however they were constructed – and are
maintained -- by Harris County. (NOTE:
If repairs are needed to the
street/storm sewers, please contact
Harris County Precinct 4 directly; all
other repairs to the basic water and
sewer system should be directed to MUD18
– this information is listed in the
Contacts section.)
Our District comprises
approximately 452 acres of land and is
located roughly 20 miles northwest of
downtown Houston. (click
here to view the district map) Our
service area is primarily made up of
single-family residences and several
commercial enterprises. We serve 1,324
active residential ‘connections’ and 157
commercial connections with water
supplied by two groundwater wells -- one
located on Malcomson Road and the other
on Oak Bluff Dr.
The District’s wells
pump an average of 11 to 14 million
gallons/month during the winter, and as
high as 25 to 30 million gallons/month
during the summer months. Today, the
entire system includes approximately 15
miles of water lines and associated
treatment equipment. MUD18 does not have
a separate waste treatment facility, but
participates in a regional waste
treatment plant with three other utility
districts.
The District’s
RATE ORDER is included online and
provides the guidelines under which MUD
18 operates. This comprehensive legal
document includes information about
water and sewer rates, connections,
inspections, plumbing regulations, and
other key issues. Information about the
District’s
tax rates is also addressed online.
